Turkey considering stricter rules for RCP imports, although import duties are off the table for now

Turkey currently consumes approximately 4 million tpy of recovered paper, but collects only roughly 3 million tpy within its own borders. Even so, the country is apparently considering imposing stricter rules for recovered paper imports.

Ercan Yürekli, vice-president of Tüdam, the Turkish National Association of Recyclers, told EUWID that a meeting is set to take place in November at which the Ministry of Environment, waste management companies, recyclers and recovered paper importers would discuss measures being considered by the government. This meeting was reportedly arranged after an attempt to impose import duties ended in failure. Several European recovered paper merchants spoke of uncertainty regarding the duties and Mr Yürekli now confirmed that the Turkish Ministry of Environment had recently decided to impose a €50/t duty on recovered paper imports that was supposed to have effect on 1 October. This decision sparked an uproar in the industry, leading the Ministry of Environment to immediately drop the plans and take duties off the table for the moment, Mr Yürekli reported.
